Non-concessionaire Rental Car Operations
Non-Exclusive License Agreement (NELA)

All rental car companies serving at LAX are required to have either a concession agreement with Los Angeles World Airports or a NELA for remote rental car operations. Rental car service providers operating under a NELA will pick-up their customers at a staging lot designated by LAWA located at the southeast corner of the intersection of Century Boulevard and Airport Boulevard (See Staging Lot Location and Customer Amenities link below).

Any rental car service provider found to be operating without a concession agreement or NELA will be subject to citation.
