As the DED of LAMP Performance, Mr. Samms, provides operational oversight to the multi-billion-dollar Public-Private Partnerships (PPPs) as they begin operating the Automated People Mover (APM) and the Consolidated Rent-a-Car (CONRAC) facility. This position also oversees the Airport Operational Readiness Division currently engaged in ensuring the operational readiness of the APM, CONRAC, and other LAX projects.

For over 25 years, Mr. Samms has excelled in the design, construction, and operation of airport people mover projects across the country including the Skylink at Dallas, Fort Worth airport and AirTran at JFK airport, along with transit systems in Jacksonville, Florida, and Las Vegas, Nevada. He possesses extensive knowledge and experience with current automated people movers, rail systems and autonomous vehicle technology. Harold has also served as a Staff Sergeant in the United States Army and National Guard. His experience will help in the transformation of LAX into a world-class airport that provides high levels of passenger service connecting the airport terminals to parking, transit, and other regional facilities.

Mr. Samms is an inspiring and motivational manager with first-rate communication and interpersonal skills and the demonstrated ability and passion to develop the transit systems he oversees. He will ensure that the contractual objectives and expectations of the APM and CONRAC operations are delivered and maintained.
