Local Business Preference Program

Local Business Preference Program (LBPP) - Project Specific, the RFB/RFP will specify whether LBPP applies.

Details:

Pursuant to the provisions of Resolution No. 24781 (for Bids) and Resolution No. 25919 (for Proposals) of the Board of Airport Commissioners, Los Angeles World Airports (LAWA) adopted a Local Business Preference Program (LBPP) for procurement of goods, equipment, and non-professional services, including design and construction to encourage businesses to compete for LAWA contracting opportunities, to locate operations and create jobs in the City and to encourage existing local business to refrain from relocating.

In order to qualify as a Local Business Enterprise (LBE) a firm must meet the following criteria:

  • Must have a workspace within LA County
  • Must be in compliance with all applicable laws relating to licensing and is not delinquent on any Los Angeles City or Los Angeles County taxes
  • Can demonstrate:
    1. at least 50 of its full-time employees perform work within the boundaries of the County at least 60 percent of their total hours worked on annual basis; or
    2. at least half of its full-time employees work within the boundaries of the County at a minimum of 60 percent of their total regular hours worked on annual basis; or
    3. it is headquartered in the County of Los Angeles. Headquartered means that the business physically conducts and manages all of its operations from a location in the County.

Note:  A Joint Venture must be a legally established entity and be certified as an LBE in order to receive LBPP credit.  LBE certification by one or more of the joint venture partners will not be considered sufficient to qualify as an LBE.

Effective July 1, 2012 the LBPP will apply to the procurement of goods, equipment and services, including construction, when the contract involves expenditures in excess of $150,000.   An 8% preference (discount) will be applied to Bids of Local Business Enterprise (LBE) certified companies or a preference of up to 5% applied for a LBE certified Subcontractor to perform work under the contract. 

Effective April 1, 2016, the LBPP will apply to the procurement of goods, equipment and services, including design and construction, when the contract involves expenditures in excess of $150,000.   An 8% (of total possible evaluation points) preference (credit) will be applied to evaluation score of Proposals of LBE certified companies or a preference of up to 5% applied for a LBE certified Subcontractor to perform work under the contract.

The LBPP does not apply to Bids/Proposals that are subject to a mandatory LBE goal and will also not apply to contracts that involve the expenditure of funds that are not entirely within LAWA’s control, such as State and Federal grants.

You MUST list ALL anticipated subcontractors, regardless of their dollar amount or percent proposed, and regardless of whether they are certified or not. You MUST fill out ALL applicable fields completely for the Bidder/Proposer and all subcontractors. Failure to provide complete and legible information on this form may result in your firm not receiving LBPP preference.
