Opportunity Is One of Many Initiatives Launching This Summer That Creates New Economic Pathways for Local and Diverse Vendors at LAX

(Los Angeles) Los Angeles World Airports (LAWA) is seeking qualifications from experienced vendors for Program Services delivered through a Multiple Award Task Order Contract (MATOC) with an estimated value of up to $950 million over a term of five years. LAWA issued the request for qualifications (RFQ) this week on the City of Los Angeles’s Regional Alliance Marketplace for Procurement (RAMP) website.

“During the first half of 2023, we held four information sessions for upcoming procurement opportunities at LAWA, all with record attendance and diversity numbers. This demonstrates that our commitment to fostering economic success, particularly for local, small and minority businesses, through our transformation is reaching the right audiences,” said Justin Erbacci, Chief Executive Officer, LAWA. “We look forward to continuing this trend through the new business opportunities we are developing to deliver best-in-class guest experiences.”

Since January 2023, LAWA hosted four information sessions to engage with eligible vendors for partnership opportunities at Los Angeles International Airport (LAX). At the events, attendance reached at-capacity levels with the number of socially or economically disadvantaged vendors (XBE firms) representing 43% of those assembled across the four events. The sessions also attracted new potential vendors with over one-third of the attendees across the four events having never done business with LAWA before.



Through its innovative approach to outreach and engagement, LAWA is building interest with the communities it aims to partner with through new, department-initiated changes to procurement processes. To become an owner of choice, LAWA is implementing updates such as broader operational transparency, a refreshed design and construction handbook, expansive inclusivity goals and requirements, new opportunities for microbusinesses, industry mentor and protégé programs, internship and educational learning opportunities and more. These updates will continue to evolve and grow, all in support of fostering equitable economic growth and sustainability in Los Angeles and the greater Southern California region.

“At LAX, we are not only transforming the airport with vital infrastructure but also reshaping our procurement model to foster greater opportunities for diverse vendors, especially those from our local community. Through this effort, we aim to create a model that other agencies and peers within aviation and beyond can use to restructure their own sourcing methods,” said Terri Mestas, Chief Development Officer, LAWA. “The calls for qualifications that we are issuing this summer are just the beginning of this work.”

Via the Program Services MATOC, LAWA seeks to establish a pool of prequalified professional consulting firms that will subsequently be invited to submit task order proposals to provide services, including, but not limited to, project management, construction management, project controls, inspection and testing, among others. Furthermore, responders may, but are not required to, submit their qualifications for one or more optional categories including quality and safety services, inclusivity, workforce and economic impact support services related to LAWA’s Capital Improvement Program and quality and safety services. LAWA intends to award at least three MATOCs as a result of the RFQ process. Additional opportunities, such as the RFQ for Terminal 9 Design Services will be released this summer.
