Notice of Preparation/Initial Study - PDF Download

A Notice of Preparation is a document stating that an Environmental Impact Report will be prepared for the project. It is the first step in the CEQA environmental review process. LAWA has determined that an Environmental Impact Report needs to be prepared for the Airfield & Terminal Modernization Project.

An Initial Study is a preliminary analysis conducted to determine if an Environmental Impact Report must be prepared and to identify areas of environmental effects to be analyzed in the EIR. LAWA has prepared an Initial Study identifying the potential environmental effects of the Airfield & Terminal Modernization Project.


The Airfield and Terminal Modernization Project Draft Environmental Impact Report (EIR) provides a detailed description of the proposed Project. It also evaluates the potential environmental impacts of the proposed Project, and identifies mitigation measures to reduce significant environmental impacts. The Draft EIR also identifies possible Project alternatives.

In accordance with Section 15088 of the State CEQA Guidelines, the Airfield and Terminal Modernization Project Final Environmental Impact Report (EIR) includes written response to comments on the Draft EIR that pertain to environmental issues. In addition, in accordance with Section 15132 of the State CEQA Guidelines, the Final also includes corrections and clarifications to the Draft EIR; the comments and recommendations received on the Draft EIR; lists of persons, organizations, and public agencies that commented on the Draft EIR; and other information added by Los Angeles World Airports.

The Draft EA evaluates the potential environmental effects of the Proposed Project described above and its alternatives and has been prepared pursuant to the requirements of Section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA) and Section 509(b)(5) of the Airport and Airway Improvement Act of 1982, as amended. The FAA is the lead federal agency to ensure compliance with NEPA for airport development actions. The EA also includes FAA’s determination on potential impacts to Section 106 resources, and a Draft General Conformity Determination (Draft GCD) for the proposed improvements associated with the Proposed Project.

The FAA has announced that a “Finding of No Significant Impact” (FONSI) and Record of Decision (ROD) have been approved based upon results of a Final Environmental Assessment (EA) completed in December 2021.  A Final General Conformity Determination for the Proposed Project was also completed and is included in the Final EA as Appendix I.

Non-CEQA Transportation Assessment

Pursuant to the Los Angeles Department of Transportation’s (LADOT) Transportation Assessment Guidelines, a transportation analysis separate from the CEQA evaluation completed for the  Airfield and Terminal Modernization Project (ATMP) Environmental Impact Report (EIR) has been completed. This transportation analysis is referred to as a “Non-CEQA Transportation Assessment” and can be found at the link below. LAWA worked closely with LADOT on this report and recommendations. Also provided below is the letter from LADOT to LAWA that presents their evaluation of, and recommendations for, this Non-CEQA Transportation Assessment. 

Though this Non-CEQA Transportation Assessment does not require a public review and comment period like the ATMP EIR, if members of the public would like to provide comments, please submit them to LAWA no later than end of day June 8, 2021.

The comment period for the Non-CEQA Transportation Assessment has ended.
