About
The Roadways, Utilities and Enabling (RUE) project is a set of 16 smaller yet high-priority projects necessary to support the LAX Landside Access Modernization Program (LAMP), which includes the Automated People Mover (APM) train system, the LAX Consolidated Rent-A-Car (ConRAC) facility, LAX Economy Parking and the Airport Connector APM station.
The five-year $334.9 million RUE contract was approved in September 2020. The general types of projects to be addressed by RUE include but are not limited to:
- Utility Relocations
- Roadway, Parking and Street Improvements
- Tenant Facility Replacements
- Demolition
- Engineering Assessments and Investigations
- Environmental Mitigation
As of September 2024, all utility work in LAX's Central Terminal Area has been substantially completed. A new extension of 98th Street to improve access to both the ConRAC facility as well as the Automated People Mover and the LAX/Metro Transit Center station opened for public use in July 2025.
