Security & Airport Safety Enforcement (SAFE) Program FAQ

SAFE is the Security & Airport Safety Enforcement program. The SAFE program is designed to promote the safety and security of the airport through the enforcement of LAX Rules and Regulations, LAX Airport Security Program and applicable Code of Federal Regulations, State of California regulations and City of Los Angeles regulations.
The SAFE Program is going thru a major re-write. The new program will be more clearly defined and will include pre-determined penalties for most instances so badge holders can know what to expect.
The airport is a congested and dynamic environment with numerous hazards. This change seeks to increase the safety and security of the airport by identifying badge holders that pose an increased risk to themselves or others.
A “soft-launch” is currently in progress; however, the new re-write will officially start on June 01, 2019.
The current citations will remain on file and may be taken into consideration during hearings. However, since the program is implementing a new penalty system, all badge holders will start June 1, 2019 with “0” points towards the pre-determined penalty system (please refer to the table below).

2 Badge holders that accumulate 2 or more points within the last 12 months will be required to complete a training course assigned by Airport Operations or Airport Police. This training must be completed within 10 days of the “Notice of Training Required.” 0
4 Badge holders that accumulate 4 to 7 points within the last 12 months will be required to surrender their badges to the Airport Police SAFE coordinator by the designated day/time on the “Notice of Badge Suspension.” 7 days
8 Badge holders that accumulate 8 to 11 points within the last 12 months will be required to surrender their badges to the Airport Police SAFE coordinator by the designated day/time on the “Notice of Badge Suspension.” 30 days
12 Badge holders that accumulate 12 or more points within the last 12 months will be required to attend a mandatory hearing where the penalty will be determined. Up to Revocation
If you receive an electronic citation, you should inform your supervisor. If LAWA provided training, a suspension or other action is required, a notice will be sent via email to your designated company contact. If you receive a paper citation, you must provide that citation to your supervisor immediately. The supervisor must take corrective action and return the citation to the Airport Police station within 72 hours.
If you have accumulated enough points that a pre-determined suspension is warranted, your company’s designated point of contact will receive a “Notice of Badge Suspension” via e-mail that they must provide to you. This notice will describe the procedure and time frame for surrendering your badge(s). This does not replace the current policy that allows for the immediate confiscation of badges in cases of gross negligence or egregious security offenses.
The purpose of the SAFE program is the increase the safety & security of the airport by identifying badge holders who pose an increased risk to themselves or others. As such, the pre-determined penalties in the SAFE program follow the individual, regardless of the company they are working for when a citation occurs.
No, per the LAX escort policy, you may not be escorted in any secured, restricted or sterile area.
If you are issued a citation that you do not agree with, you have 7 days from the date of citation to contest that citation by filing a “Request for Appeal” form. Please refer to the SAFE document for further details.
