Administrative Requirements - Minority, Women and Other Business Enterprises
- Effective October 1, 2012, the MBE/WBE/OBE Program is suspended until further notice
Minority, Women and Other Business Enterprises Program (MBE/WBE/OBE) - Project Specific, the RFB/RFP will specify whether MBE/WBE/OBE compliance is required.
Pursuant to Executive Directive No. 2001-26 of Mayor Richard Riordan and the provisions of Resolution No. 19765 of the Board of Airport Commissioners, it is the policy of Los Angeles World Airports (LAWA) to provide Minority Business Enterprises (MBEs), Woman Business Enterprises (WBEs) and all Other Business Enterprises (OBEs) an equal opportunity to participate in the performance of all LAWA contracts. The objective of this policy is to achieve the participation of MBE/WBE/OBEs at levels comparable to their availability to provide goods and services to Los Angeles World Airports, with the ultimate goal of developing their status and expertise so that they may compete for future contracts on an equal basis.
All LAWA projects with an estimated value of $50,000 or greater, will be reviewed for MBE/WBE/OBE subcontracting opportunities. The anticipated level of participation is indicated in the bid/proposal packet.
Failure to meet this M/WBE participation level will not by itself be the basis for disqualification or determination of noncompliance with this policy. However, it is incumbent on the Bidder/Proposer to submit appropriate documentation to demonstrate that a "good faith effort" was made to reach out to M/WBEs. Failure to provide supporting documentation of a good faith effort within three (3) days of notification by the Department and failure to achieve a minimum of 75 out of 100 Good Faith Effort evaluation points will render the bid/proposal non-responsive and will result in its rejection.
