The Specific Plan Amendment Study Environmental Impact Report (SPAS EIR) describes nine alternatives that would provide solutions to the problems the Yellow Light Projects were designed to address (the SPAS Alternatives). It also evaluates, at a programmatic level, the potential environmental impacts of these alternatives, and identifies mitigation measures to reduce significant environmental impacts. The SPAS Alternatives include options for improvements to the North Airfield, terminal improvements, and ground access improvements. The SPAS EIR also evaluates whether and how the SPAS Alternatives would affect the potential for aviation incidents and accidents, including runway incursions.

The SPAS Report summarizes the concept development process, identifies potential amendments to the Specific Plan, and provides complementary analyses to the SPAS EIR in the areas of security and financial sustainability.
